Rules Governing Screening of Urologists

1. In order to conduct screening of urologists (hereinafter referred to as the Screening), Department of Health, Executive Yuan (hereinafter referred to as the Department) has drawn up the following rules.
2. Physicians possessing one of the following qualifications are eligible for participating in the Screening.
 
(1) Physicians having completed at least four years’ of urological clinical training at urologist training hospitals (no more than three) and obtained certificates issued by the hospitals. The number of years a surgeon is trained may count toward half the number of years trained in urology with a maximum of one year.
(2) Physicians possessing urologist certificates issued overseas that are approved by the Dept.
The training hospitals as indicated in (1) refer to those recognized by Taiwan Urology Association before they are recognized by the Dept.
3. The Screening comprises written exam and oral exam. Examinees have to pass both exams. Examinees failing the written exam are not to take the oral exam. Examinees failing the oral exam may have their written exam results reserved for two years.
4. The written exam consists solely of single-choice questions in Chinese (proper nouns may appear in English). All questions encompass diagnosis and treatment of urological disorders, urology-related anatomy, the study of bacteria and serum, physiology, pathology, radiology, and other related subjects. The oral exam is administered by several members; with the subject matter tested the same as that of the written exam.
5. Exam results are graded on a grade of 100. A grade of at least 60 is required to pass the written exam. A grade of an average of 60 by several members is required to pass the oral exam. In addition, examinees having published papers in Dept-recognized medical journals are given an extra 3-1 points (original, case analysis, and case report) to the written exam result for each paper published, with a maximum of 10 points.
6. The Screening is held once a year. Dates to submit application, take written and oral exams, and others are to be posted two months prior to the Screening.
7. Application for the Screening is to be made in person or by mail.
8. Applicants are to submit the following:
 
(1) Application form
(2) Photocopy of physician certificate (both sides)
(3) Documents to prove possession of the qualifications as indicated in Point 2. Applicants to take the oral exam are to submit proof of passage of the written exam.
(4) Three 2-inch portrait photos without wearing a hat taken within one year
(5) Other documents
9. Urologist Certificate (hereinafter referred to as the Certificate) is valid for six years, which can be extended for another six years on expiry.
10. In order to apply for extension of Certificate, urologists are to, while the Certificate is valid, take part in the following academic activities or continued education and have accumulated at least 300 credit points. Each hour of continued education equals two points.
   1.Academic workshops on urology:
(1) Participating in periodic domestic, foreign annual medical meetings on urology with the subject being related to urology with 25 points each time.
(2) Participating in Monthly (Quarterly) Regional United Discussion sponsored by Taiwan Urology Association (hereinafter referred to as the Association) with 3 points each time.
(3) Participating in domestic, overseas annual medical meetings with 10 points each time. At least 5 papers on urology have to be published at the meeting.
(4) Participating in Dept-recognized special lectures or academic discussions (including issues relating to medical ethics, medical laws and regulations and medical quality) with 3 points if within 2 hours and 5 points over 2 hours.

2.Publish papers on urology:
(1) Publish papers at periodic domestic, foreign urology associations with 25 points for each paper. The first two co-authors get five points each, while the rest get two points each (documents of proof attached).
(2) Publish papers on urology at domestic, foreign medical association with 20 points each. The first two co-authors get 3 points each, while the rest get one point each (documents of proof attached).
(3) Papers published within 3 years that have the same content are to be recognized once with the highest point. If the content has been revised, they are considered as two papers.
(4) Single-case report gets half the points.
(5) The points hosts and team members of discussions sponsored by Taiwan Urology Association get are the same as those of the first author of papers published.

3.Publish writings on urology:
(1) Publish papers on urology in domestic, foreign medical journals with 25 points each. The first two co-authors get 10 points each, while the rest get 5 each.
(2) Single-case reports get half the points.

4.Participate in further education (with documents of proof attached):
(1) Studying abroad get 4 points monthly. Studying for half a month or more and less than a month get one month’s points. Studying for less than half a month get half the points.
(2) Studying in the country (only medical centers) get 2 points monthly. Studying for half a month or more and less than a month get one month’s points. Studying for less than half a month get half the points.
(3) Participating in overseas non-periodic academic discussions or lectures get 4 points.
 
5. Participating in correspondence continued education on urology: Participating in domestic, overseas correspondence continued education courses with passable grades get 3 points each term.
6. Participating medical corps stationed abroad: During the period stationed abroad, 50 points are earned each year. If less than one year, the number of months is used instead. Half a month or more is considered one month. Less than half a month gets half points.
Recognition of aforementioned academic activities or continued education are carried out by individual medical associations when they are commissioned to conduct the Screening or extension of physician certificates.
11. Submit the following documents when applying for extension of physician certificates:
(1) Application form
(2) Documents of proof that meet the conditions for extension as indicated in Point 10.
(3) Three 2-inch portrait photo without wearing a hat taken within one year.
(4) Other documents.
12. The Dept may charge for the expenses incurred to conduct Screening and extension of Certificates based on the actual spending.
The above rule applies to preliminary screening conducted by the commissioned medical associations. The medical associations are to report the charge collected to the Dept.
13. The Dept shall notify all parties involved of the results of the Screening or extension of certificates. Those who pass the Screening or are granted extension of certificates may apply to the Dept for issuance of certificates or extension of certificates according to physicians classification and screening rules.
Preliminary screening or checking of extension of certificates conducted by medical associations is to be reviewed or approved by the Dept. The medical association shall notify the applicant of the result. Applications for certificates or extension of certificates shall be delivered to the Dept through medical associations.
14. Application for checking of screening results shall be brought up within 10 days following receipt of the results with reasons clearly indicated. Applications brought up after 10 days will not be processed. Application for checking of screening results can be brought up only once.
Applicants for above checking shall not ask for review, being given reference answers, viewing the results, or photocopying exam papers. They shall not ask for being given the name of the individual that grades the paper or other relevant information.
For preliminary screening conducted by medical commissions, request for above checking will be made through the medical associations.
15. Except those for research purpose, exam paper, treatise and documents of qualifications are to be kept for 2 years. However, written exam passage records kept for oral exam purpose are to be kept for 3 years.
Medical associations commissioned to conduct preliminary screenings or extensions of certificates are to keep exam papers, treatises, and documents of qualifications according to above rules.
16. Issues not stipulated herein are to be dealt with according to rules governing physicians classification and screening.
 
Notes:
1. According to Dept Directive Wei-Shu-Yi-Zi #87050151 dated September 10, 1998, “Computation of the Number of Years a Physician is Trained” was announced as detailed below:
(1) All the years trained since passage of Examination Yuan-administered exam was announced are valid for computation.
(2) All the years trained since passage of Examination Yuan-administered exam was announced are valid for computation with the training hospital’s written proof. However, the maximum is one year. (The above-said “one year” as defined by Dept Directive Wei-Shu-Yi-Zi #0910059970 dated September 23, 2002 is not limited to “one year prior to passage of Examination Yuan-administered exam was announced.)
(3) Number of years trained may be computed until the day of written exam. Under special circumstances, it may be computed until the day of oral exam.
2. According to Dept Directive Wei-Shu-Yi-Zi #0920211477 dated June 11, 2003, “Rules Governing Recognition of Urology Education Credits Earned through Academic Activities Held by Medical Institutions” is as follow:
(1) Qualifications of keynote speaker: having been an urologist or a urologist and a Ministry-certified lecturer for three years or more. Non-urologists are accredited by the Educational Committee.
(2) Host organization: Regional hospital and above.
(3) Others: Application for academic lectures eligible for credits can be filed no more than once every two months. Such activities need to be made public with announcements. Participants shouldn’t be limited to personnel of the hospital.
